JOB SPECIFICATION
NATIONAL HR MANAGER – PAYROLL & INDUSTRIAL RELATIONS
The National HR Manager – Payroll & Industrial Relations is responsible for the full end-to-end management of Human Resources, Payroll Governance, Industrial Relations, and statutory compliance across the organisation at a national level. The role carries strategic, operational, and legal accountability, ensuring workforce compliance, stability, and performance across all sites.
KEY RESPONSIBILITIES
Recruitment & Workforce Planning
- Draft and maintain job specifications in line with organisational and legislative requirements
- Place advertisements and manage recruitment agencies
- Conduct interviews at all organisational levels
- Oversee onboarding, inductions, probation reviews and exit interviews
Industrial Relations & Legal Compliance
- Represent the Company at the CCMA and Bargaining Council (conciliation and arbitration)
- Chair and initiate disciplinary hearings, grievances, and poor-performance processes
- Issue counselling and warnings in line with labour legislation
- Manage union negotiations and collective employee relations matters
Payroll Governance
- Oversee and sign off on monthly payroll, including working hours and overtime control
- Ensure statutory payroll compliance including EMP201, EMP501, UIF and related submissions
- Review monthly, quarterly, and year-end payroll reports and journals
- Manage payroll budgeting and controls in collaboration with Finance
Employment Equity, Transformation & BBBEE
- Act as the appointed Employment Equity Manager for the organisation
- Facilitate EE Committee meetings and ensure statutory EE submissions
- Ensure compliance with the Employment Equity Act
- Manage BBBEE elements aligned to the Generic Scorecard
Training, Skills Development & SETA Compliance
- Manage organisational training programmes and internal trainers
- Compile and submit the annual Workplace Skills Plan (WSP)
- Oversee learnerships and registrations with the relevant SETA
- Support talent management and skills development initiatives
Occupational Health, Safety & COID
- Ensure compliance with the Occupational Health and Safety Act
- Chair safety committees and oversee organisational risk assessments
- Act as SHE Representative where required
- Oversee COID processes, including IOD and ROE submissions
Policy, Governance & Performance Management
- Draft, implement and maintain HR policies and procedures
- Ensure compliance with labour legislation and internal governance frameworks
- Manage performance management systems, including management reviews and 360-degree assessments
- Support ISO and internal audit processes
QUALIFICATIONS & EXPERIENCE
SALARY OFFERED : R 40k-R44k according to experience
Relevant tertiary qualification in Human Resources, Labour Relations, Industrial Psychology or equivalent.
Clear criminal and ITC Record
Postgraduate qualification required.
Minimum 8–12 years senior HR management experience in a national or multi-site environment.
Proven hands-on experience in Industrial Relations, Payroll Governance and statutory compliance.
